The Carson City Planning Commission met on Nov. 19 to discuss the Board of Supervisors’ adoption of Title 18 updates. Title 18 establishes the City’s zoning code. The board has been working on updates for years in conjunction with Community Development and the District Attorney’s Office.
The update came with two ordinances. The first ordinance focuses on zoning and the second focuses on the appendix containing the City’s development standards.
The Commission’s intent for the meeting was to review items that were recommended but not adopted in the ordinances. The Commission also allowed the discussion of future potential amendments to Title 18 and its appendix.
City commissioners recommended allowing duplexes in single-family zoning districts, but the current code was maintained by County supervisors and states that duplexes are only allowed on corner lots.
Supervisors also declined a planning commission recommendation that developers of accessory dwelling units “attest such projects do not conflict with private CC&Rs (Covenant Condition and Restrictions).” The board had removed a clause requiring the owner to reside on the property when an ADU is present.
The board had also voted in favor of allowing metal storage containers on residential lots at least half-an-acre in size. This is contingent upon the containers not encroaching on setbacks and being painted to blend with the primary structure on the property/an earth tone color.
Other Agenda Items
Commissioners also considered a special use permit for a snow removal equipment facility at 3420 College Pkwy. An SUP for the project was already approved but expired in May of this year. The project proposed the construction of a 40-foot by 80-foot storage building on public regional land. (Source)
