Clark County Commission to Decide Future of $24M Youth Development Center

The Clark County Board of Commissioners is expected to vote on the Shaquille O’Neal Youth Development Complex at 4400 Kell Lane in Las Vegas at its Feb. 19 meeting.

The 31.1KSF youth center will cost $24M. The facility will house the Boys & Girls Clubs of Southern Nevada and serve as an alumni center for Communities In Schools of Nevada when completed.

The youth center would be constructed on a nearly 5-acre plot on Kell Lane, which Clark County donated to the Shaquille O’Neal Foundation last summer. The foundation has served the Las Vegas Valley since its conception in 2019.

The building will be 37 feet high and provide 82 parking spaces. Access to the site will be provided from a single drive aisle off Kell Lane at the SWC of the site. A manual gate will be installed, which will be operated during the day.

Parking will be located on the western edge of the property. A sports field is to be constructed on the northeast area of the site. Two outdoor playground areas will also be created. A storage facility in the form of a refurbished shipping container is to be placed on the northern edge of the property line.

Aesthetically speaking, the application stated, “The building exterior finishes will be painted EIFS and Painted Metal Panel. Aluminum Storefront framed glazing with steel plate accent frames will be strategically placed to allow plenty of light into the building’s occupied space.”

The application requested a special use permit to allow the construction of the outdoor playgrounds. A waiver of development standards was also requested regarding the throat depth. A design review was requested to replace masonry walls located at the property lines, examine decorative fencing, parking, the sports field and storage facility.

Carpenter Sellers Del Gatto Architects is the architect. The Shaquille O’Neal Foundation is the developer.

The youth center will focus on academia, leadership, career development, health, sports/fitness, recreation and creative arts. The foundation intends to break ground sometime between late March and early April of this year. The complex would then open in fall 2026.
