344-Unit Multifamily Development in Spring Valley Seeking Final Approval

The Clark County Board of County Commissioners is set to review a multifamily development on the south end of Warm Springs Road just west of Buffalo Drive in Spring Valley on March 5.
The 344-unit multifamily development is to be constructed on a 14.3-acre site with a density of 24.2 dwelling units/acre. The owner is LVMS Meyer, LLC. Greene Tindall Design provided elevations and site plans.

Plans call for multiple buildings including a clubhouse, a two-story multifamily building, 14 three-story multifamily buildings and a pool building.
Across Warm Springs Road to the north lies the existing VA Southwest Primary Care Clinic, a warehouse development and mortuary. To the east sits an existing commercial complex with retail, restaurants, a convenience store and a gas station. The west and south contain undeveloped parcels.
The two-story 12.3KSF clubhouse will be 36 feet tall. The two-story multifamily building will be 26 feet tall, while the three-story buildings will range from 42-45 feet tall. The 642SF pool building will be 12.5 feet tall. The buildings will be spread throughout the site, with the clubhouse situated in the central area.
The 344 units will be comprised of 110 one-bedroom, 204 two-bedroom and 30 three-bedroom units. The clubhouse will feature a gym, leasing office, restroom, foyer, theater, business center, mail room and other spaces.
A single driveway along the north property line adjacent to Warm Springs Road will provide access to the site. An emergency access gate will be at the NEC of the development, also adjacent to Warm Springs Road. While a total of 625 parking spaces is required, plans indicate 658 spaces will be created.
Aesthetically, the varying rooflines will have parapet walls for screen-mounted rooftop equipment. The clubhouse exterior will be made of stucco and feature an aluminum storefront window system as well as balconies. The pool building will also have a stucco exterior. All buildings will share a motif of colors, including parchment paper, flintstone, driftwood and black, according to the submitted documents.
A six-foot tall wrought iron fence is to be located along Warm Springs Road, and a six-foot-tall decorative CMU split-face block wall is to be constructed across the remaining perimeter of the site. The development also includes 64.6KSF of open space, while only 34.4KSF is required.
Requested Rezoning, Waivers and Use Permit
A rezoning request was made to reclassify the site from Local Business to Multiple Family Residential – High Density. A use permit is required for the project, as it is deemed a High Impact Project due to its quantity of dwelling units.
Two waivers of development standards are requested. The first would allow the maximum building height to increase from 35 feet to 45 feet, which equates to a 28.6% increase. The second would waive dedication rights-of-way for Mardone Avenue, Miller Lane and Warbonnet Way.

Recommended for Approval
In January 2024, the Clark County Zoning Commission recommended approval for the design review, the waivers of development standards and use permit.
The unanimous recommendation came with a Resolution of Intent to complete the project within three years, a Development Agreement with the county and a drainage study. The Spring Valley Town Advisory Board also recommended approval of the multifamily development.
