Clark County Board of Commissioners to Give Final Review to 248-Unit Multifamily Development

The Clark County Board of County Commissioners is slated to take final action on approvals for a 248-unit multifamily project at the NEC of Decatur Blvd. and Le Baron Avenue in Enterprise.

The 11.2-acre site would, if approved, be home to 15 two- and three-story buildings for a density of 22.1 dwelling units/acre. The buildings total 334KSF, and developers plan to include 32.2KSF of open space while only 24.8KSF is required.

Picerne Development Corp. is the developer, while the property owner is KRLJ 3, LLC. Biltform Architecture Group is the design firm and created preliminary site, floor and elevation plans. The site is zoned Residential Multifamily within the Airport Environs Overlay.

The residential units carry a maximum height of 40 feet. Plans are for 96 one-bedroom, 140 two-bedroom and 12 three-bedroom units. Units range from 774SF to 1.4KSF. A maintenance area and a 10.1KSF clubhouse are also included. The clubhouse will contain a leasing office, computer lab, conference room, lounge, yoga room, fitness center and restrooms. The clubhouse will have a height of 27 feet.

Plans also include the addition of six 13-foot-tall single-story parking garages along the north property line. In addition to the garages, plans for parking include covered and surface spaces for residents and visitors throughout the development. In total, there will be 439 parking spaces, though only 412 are required.

The southern and eastern property lines are to have a 21-foot setback; the west property line is to have a 22-foot setback, and the garages are to have a five-foot setback from the northern property line.

Aesthetically, the buildings are described as having pitched roofs fit with concrete tile materials. The exterior walls will use both a stucco finish and stone veneer. Some units on upper floors will have balconies. Buildings will also have pop-outs, recesses, window fenestrations, varying roof heights and apply other design elements to differentiate vertical and horizontal surfaces, according to the overview on the agenda sheet.

Access to the site will mainly be provided from the south end of the property off Le Baron Avenue. Two other access points will be installed on Decatur Blvd. One will be an emergency access point, and the other will be an exclusively egress point.

The site is made up of four parcels, three of which are subject to deed restrictions by the Department of Aviation. Developers are required to apply for a Deed Restriction Modification to receive the necessary permits to build the property.

Recommendation, Waivers and Conditions

The Clark County Planning Commission recommended approval of the waivers of development standards and design review of the project.

The requested waivers of development standards are to waive dedication of a right-of-way from Ullom Drive and to reduce the throat depth of the driveway on Le Baron Avenue. Uniform Standard Drawing 222.1 requires the throat depth to be 150 feet, but developers are requesting the depth to be reduced to 128 feet.

The proposed project is subject to a variety of conditions. A standard development agreement must be established prior to developers receiving permits due to a “lack of necessary public services in the area.” The applicants have two years after the approval date to start construction, otherwise the application will expire unless an extension is granted.

Other conditions include: a drainage/traffic study, off-site improvements and compliance with the Federal Aviation Administration. The Board of County Commissioners are slated to make the final decision on March 19th.
