Conceptual Plan Submitted for 549.6KSF Project 21 Resort in Henderson

City of Henderson staff are reviewing a conceptual plan for a 549.6KSF multiphase resort currently titled “Project 21” at the NEC of Las Vegas Blvd. and St. Rose Parkway.

According to project documents, Marnell Gaming Management, LLC is the developer of the proposed resort. Marnell Architecture is the design firm associated with the development. Marnell Construction is the general contractor.

The application lists LVBLVD 777, LLC and Alexander Dawson Foundation as owners. The phone number linked to LVBLVD 777, LLC on the application is also linked to Marnell Gaming. Michael Tassi Consulting is serving as the planning and land use consultant. John F. Marchiano Law Corporation is the legal representative.

The site plan displays three separate hotel properties at the corners of the site. Each hotel is expected to hold roughly 200 keys. In its entirety, the site is 35.4 acres.

Hotel A is located on a 2.3-acre portion of the site at the SWC. Hotel B is to be constructed on a 2.1-acre portion at the NWC. These two hotels will be located along Las Vegas Blvd. Hotel C will be constructed at the NEC, near St. Rose Parkway and E. Bruner Avenue.

Outdoor surface parking will surround the hotels and extend across the remaining perimeter of the site. Combined, the hotels account for 334.8KSF of the overall development.

The central portion of the site will be anchored by a proposed 82KSF casino. The site plan also indicates the area will have 33.2KSF of restaurant space, 10.2KSF of bar space, 55.9KSF of ballroom space, 11.6KSF of pool/pool deck space, 8.9KSF of outdoor area and 13KSF of shell space.

Additionally, the casino will feature back of house areas, various gaming rooms, an entertainment lounge and a sportsbook. The restaurants, bars, banquet rooms and pool are situated throughout the central casino.

The central space will have a 56.8KSF parking garage. The conceptual site plan calls for 1,774 surface parking spaces, 810 structured spaces, 185 valet spaces and 254 employee spaces.

As the project is currently in the conceptual phase of design, it is subject to change as the development process proceeds.

If approved, construction will be carried out in several phases. The site plan indicates one hotel building will be constructed in the first phase, while the second phase will contain the remaining two hotels. Conceptual designs do not clarify which phase of construction the central resort will be built in.

Project History

According to a letter submitted by Tassi Consulting, Henderson approved various requests in 2010 to allow a hotel and casino on an 8.95-acre City-owned parcel.

Later, in January 2021, City Council approved a purchase and sale agreement with Marnell Gaming Management, LLC for the nearly nine-acre site. The agreement requires Marnell to enter into a Disposition and Development Agreement with the City of Henderson.

The letter goes on to say developers intend to amend the Master Plan and rezone the area to add the 8.95-acre parcel to the overall 35.4-acre site. The entire proposed site also contains four separate parcels that developers intend to have annexed into the City of Henderson.

The development also requires the application of the Gaming Overlay to the site, as well as a Conditional Use Permit to allow unrestricted gaming.

The agenda indicates the proposal will appear before the Planning Commission on Oct. 16 and before City Council on Nov. 4.
