Mark IV Capital Properties, Inc. is proposing a 324-MW natural gas power plant on 109.1 acres in Fernley.
Mark IV Capital is the owner and developer. Lumos & Associates prepared the site plan and is the structural engineer. L.A. Studio Nevada is the landscape architect.
Project components include natural gas-fired generation equipment, battery energy storage systems, utility/electrical infrastructure, access improvements, landscaping and various other site improvements.
There will be a 24.1KSF warehouse building, as well as an 11.2KSF office structure alongside the power plant.
The natural gas power plant is proposed at the NEC of the Victory Logistics District Planned Development Area, just east of Interstate 80.
Victory Power Plant is expected to occupy roughly 50 acres of the 109.1-acre site. Developers are setting aside the remainder of the site for future development. The site is zoned Industrial and currently sits undeveloped.
Developers have requested the City of Fernley allow exhaust stack heights up to 75 feet. Industrial zoning has a maximum building height of 65 feet. Natural gas power plants are eligible to be built in industrial zones with the approval of a Conditional Use Permit.
The surrounding area is primarily comprised of industrial and commercial development, with nearby transportation infrastructure and undeveloped land.
Access is to be provided via easements across properties south of the parcel. There will be a primary access point as well as an emergency access point. The site plan indicates there will be 30 parking spaces.
The Fernley Planning Commission voted 5-2 to recommend approval during its Sept. 9 meeting, following City staff’s recommendation for approval.
Developers will also need to receive separate air-quality permitting and regulatory review by the Nevada Division of Environmental Protection. An NDEP air permit application is currently being processed.
