Henderson Approves Black Mountain Eastgate Industrial

The Henderson Planning Commission approved a tentative map for the 146KSF Black Mountain Eastgate Industrial development during its March 12 meeting.

AML Investment XI LLC, an affiliate of Procaps Laboratories, is the owner and developer. Creative FIT LLC is the architect and project representative. The firm also produced the preliminary landscape plan. Vision Design Engineering is the civil engineer. TWC Construction Inc is the general contractor.

The project is described as an “industrial condo building.” It will be able to fit up to six separate units within the single structure. Each unit will be able to be sold to prospective tenants.

As planned, units One, Three and Six will have pre-constructed 3KSF office mezzanines. The remaining units will have space for 3KSF office mezzanines if future tenants so desire.

Unit One is the largest with a total of 34.3KSF. Units Three and Six will each be 24.1KSF. The remaining three will be 21.1KSF.

The building is described as making use of concrete tilt-up panels and a panelized roof system. The building will have a maximum height of 42 feet.

Creative FIT’s justification letter says, “The proposed exterior façade design is based on modern building features, floor plans, sizes, and the design is consistent with current market demand. The building will have a consistent building color pallet, projections, reveals, offsets (measuring at least 4’ in depth), vertical architectural treatments (min. 12” wide), color texture material changes, clerestory windows, architectural banding, and stepped parapets and variation in roof forms & heights that will provide four-sided architecture for the buildings.” Parapet walls will be used to screen HVAC units.

The project is proposed on an 8.6-acre site zoned General Industrial at the SWC of Warm Springs and Eastgate roads.

North of the site lies the City of Henderson Fire Station 82 as well as an existing manufacturing building. The south, east and west all contain existing industrial business park uses.

According to the site plan, 133 parking spaces are required. Developers have opted to include 166 stalls. This includes six vehicle and one van ADA spaces, as well as 10 EV capable and six EV-installed stalls.

The Community Development and Services Department approved a Design Review for the project on April 23, 2025. The tentative map received its final approval during the Planning Commission’s consent agenda; therefore, no discussion was held.

The tentative map creates a commercial subdivision for the industrial site. This allows Procaps to subdivide the property by recording new deeds for each lot. This prevents the developer from having to further remap the parcel. •
