Mesquite Council Approves Site Plan for Enclave Apartments

The Mesquite City Council approved a site plan review for The Enclave Apartments on 2.3 acres at 850 Smokey Lane in Clark County.

The multifamily development will consist of three stories and 70 units. In October of 2024, City Council approved a rezoning from Commercial-General to Multifamily High Density and approved a conditional use permit for the project. Prior to seeing council, the project was recommended for approval by Mesquite Development Services.

According to submitted documents, the project site is located on the southern portion of Smokey Lane and is currently vacant. To the north of the site lies a vacant parking lot zoned Commercial-General. South of the site is zoned Multifamily Low Density and currently holds residential buildings and a few vacant lots. East of the site is zoned Commercial-Neighborhood, Single-Family and holds a single-family home and vacant lot. To the west lies Smokey Lane Condos, which is also zoned Multifamily High Density.

The project contains an east and west building, each fit with 35 units. The buildings will be 30 feet tall with an additional 3-foot parapet. The three-story buildings will consist of 15 one-bedroom and 20 two-bedroom units. The parking lot will consist of 140 parking spaces with six ADA stalls. Landscaping will encompass 28.69% of the site.

The total floor area is 49.8KSF and the residential density is 30.4 units/acre. The open space encompasses 38.1KSF.

Amenities include a swimming pool, BBQ area and courtyards. Council required the inclusion of these amenities at its previous review of the project.

The exterior of the buildings will have a bronze, gray and iron stucco finish. Siding will be nutmeg and bronze. The vinyl windows have a black frame.

The rezoning and CUP came with conditions regarding the driveway entrance, proximity to single-family developments and waste. The drive entrance had to be extended to 32 feet wide and dumpsters had to be provided at the end of the driveways to ease the pickup process and minimize noise.

A 70-foot distance between the property and single-family homes to the south was implemented to address privacy concerns. The apartments will also not contain balconies as that would violate the agreed-upon privacy condition. Transom windows will also be used for this reason.

Knighton Architecture + Planning provided preliminary drawings for the project. Brown Consulting Engineers provided a site plan for the project. Evoterra, LLC is the developer of the project.
