Developer Seeking to Extend Approval of 48-Unit Multifamily Community in Clark County

Silver Years Series 8 LLC & KRED Investments LLC is requesting an Extension of Time for a 48-unit multifamily development proposed at 1851 N. Walnut Road in Sunrise Manor.

Silver Years Series & KRED Investments is the owner, developer and applicant. SCA Design is the architect, landscape architect and project representative.

The scope of the project consists of two multifamily buildings combining for 48 dwelling units. The project is proposed on a nearly two-acre site and carries a density of 24.9 dwelling units/acre.

Building A, the larger of the two at 25.6KSF, will face east to west and be constructed near the northern portion of the site. Building B will be 21KSF and face north to south. It will be built toward the western end of the site. Building A will contain 26 bedrooms, while the remaining 22 will be located in Building B.

The two buildings have a maximum height of 35 feet. Each will have a varied height and will range from two-to-three stories. The shortest point of the buildings will be 22 feet tall.

The agenda sheet for the upcoming June 3 Clark County Zoning Commission meeting says, “The buildings consist of a stucco exterior with aluminum windows. All rooftop-mounted equipment will be screened from the right-of-way and public view by parapet walls. The buildings will be painted with a contrasting color scheme consisting of dark and light grey.”

Submitted documents reveal dark grey will be used as an accent, while light grey will serve as the primary color. Each floor will be traversable via exterior stairwells.

Access will be provided via proposed driveways off Walnut Road and Tonopah Avenue. Developers are including 106 parking spaces, where only 94 are required. Parking stalls will be placed along the western property line.

Project History

The project was initially approved in April of 2023. The approval changed the zoning of the two-acre site from Manufactured Home Residential to Multiple-Family Residential – High Density.

Additionally, four Waivers of Development Standards were approved alongside the project. The first allows alternative street landscaping on Walnut Road; the second allows access from Tonopah Avenue; the third will reduce the throat depth of the two accessways, and the final permits a reduction in the departure distance from the intersection of Tonopah Avenue and Walnut Road to make way for the Tonopah driveway.

Extension of Time

If approved by the Zoning Commission, developers will have until April 19, 2028, to begin construction; otherwise, a subsequent extension will be required.

According to the justification letter prepared by SCA Design, “Since the original approval in 2023, the applicant has remained committed to pursuing development consistent with the approved zoning. However, the project has not advanced to construction due primarily to economic conditions and project feasibility challenges. These include significant fluctuations in construction costs, increased financing constraints, and broader market uncertainty that have impacted development timelines throughout Southern Nevada.”

County staff recommended approval of the extension, citing the lack of housing supply in the area.
