North Las Vegas Releases Two RFIs for Tule Springs East

The City of North Las Vegas recently released two Request for Information packages totaling 4,262 acres of developable land in the Tule Springs East Area.

TSE is primarily owned and managed by the U.S. Bureau of Land Management. Through the Southern Nevada Public Lands Management Act, the BLM is able to sell land in the Southern Nevada Disposal area.

The City intends to turn TSE into a walkable mixed-use area with various amenities, destinations and job opportunities.

Industrial Plan

The smaller RFI encompasses 155 acres of land at the SWC of CC-215 and North Lamb Blvd. North Las Vegas plans to nominate the land for sale and work with the chosen developer to bring about a proposed industrial project.

The TSE Master Plan currently accommodates light industrial, flex industrial, logistics and warehousing. The intent is to promote economic development and create jobs for North Las Vegas residents.

Mixed-Use Plan

The larger RFI encompasses 4,107 acres of land north of Grand Teton Drive and south of Moccasin Road. In describing its vision, the City says, “The overall development of the Land will be a new, complete community providing innovative residential options as well as commercial development that promotes economic growth and diversification.”

Submittal Information

Interested master developers, national development firms, private development firms and for-profit groups can submit ideas for the development. Each proposal must include:

  • A development that benefits the City and provides jobs and services;
  • The financing, timeline and phasing of the development, and
  • A plan that utilizes the City’s vision in its creation.

The RFI must contain a cover letter with an executive summary of the proposed use, names of people authorized to represent the party submitting the RFI, and copies of the submitting party’s national, state and local licenses/registrations.

Submittals must include a summary breaking down the point of contact’s relevant experience. If there are any sub-consultants, they must also be included. An organizational chart of the interested party’s development team must be featured as well.

Any studies used to build out the proposal must be referenced. Each proposal must contain the proposed land uses, designs/aesthetics of the concept, compatibility with nearby uses and a preliminary phasing plan/timeline.

The final aspect of the submittal includes an outline of the financial resources needed to purchase and develop the land.

Each response will be evaluated by developer experience, vision/proposal, history in North Las Vegas and financial capacity.

The RFI notes it does not guarantee the City will nominate the land sale to the BLM. In addition, support for an applicant’s proposal is not guaranteed.

Any questions or requests for clarification must be submitted via email to sheridant@cityofnorthlasvegas.com by Aug. 3. An addendum will be issued prior to Aug. 11 if a clarification is deemed necessary. Submissions are due Aug. 17.

A physical and electronic copy must be delivered to the City Clerk at 2250 Las Vegas Blvd. The electronic copy must be on a flash drive.

The City is slated to hold any necessary interviews throughout August and make its official selection on Sept. 16. More information is available here.
