Nearly 100KSF Shopping Center Planned in Clark County

The Clark County Planning Commission is scheduled to consider a proposal for Isabelle Investments, LLC’s three-building commercial complex and parking garage.

Isabelle Investments is the owner and developer. SCA Design is the architect, landscape architect and project representative.

As proposed, the Asian Town Plaza at Decatur & Pioneer will consist of three two-story buildings. The buildings will each be situated toward the central portion of the site. Building One will be northernmost; Building Two will be in the direct center, and Building Three will be southernmost. Additionally, plans call for a parking garage east of the shopping center.

Building One will be 23.6KSF; Building Two will be 5.3KSF, and Building Three will be 22.5KSF. The parking garage adds an additional 44.3KSF. In total, the development will be 95.7KSF.

The maximum height of the buildings is 45 feet, eight inches. The parking garage will have a maximum height of 30 feet.

Lower-level walkways as well as upper-level pedestrian bridges will be implemented to connect the three commercial buildings. Each building will have two entrances.

Aesthetically, the agenda sheet describes the project by saying, “The building materials consist of painted stucco finishes with reveals, metal sunscreens and aluminum storefront windows with a significant amount of glass. Metal awnings and three-foot overhangs are depicted over all windows which extend out from the faces of the building. The building roofs are depicted as an inverted curve with the lowest point in the center of the building and the highest points toward the sides.”

The project is proposed on a 2.89-acre site at the SEC of Pioneer Avenue and Decatur Blvd. in Paradise. The site is currently zoned Commercial General, which fits the proposed uses.  

Access to the site is to be provided via a 36-foot-wide commercial driveway along Decatur Blvd. to the west and a 35-foot-wide commercial driveway along Pioneer Avenue to the north.

There will be two entrances to the parking garage near the south end of Building Three. Garage exits will be implemented near the northern end of Building One.

The entirety of the parking garage will contain 129 spaces. This includes eight accessible, five EV-installed and 15 EV-capable stalls. There will be an additional 64 surface spaces littered throughout the development. The development requires 146 parking spaces and developers have opted to include 193.

Two loading spaces will be included north of Building One and south of Building Three. Bicycle parking will be provided on the northern and southern ends of Building Two.

The Planning Commission will consider the proposal during its Feb. 3 meeting. If approved, it will proceed to the March 4 Board of County Commissioners meeting for final action.

Waivers of Development Standards

Developers have requested four Waivers of Development Standards as part of the application. The first is to reduce the number of landscape islands. Staff recommended approval of this request.

The second and third waivers consisted of reducing landscape buffers and loading setbacks. These two waivers were recommended for approval as well.

The final waiver, which was also recommended for approval, consisted of reducing the departure distance along Pioneer Avenue as well as the driveway setbacks. Staff recommended approval of the Design Review.
