Concept Plan for Moapa West Improved; North Village Receiving Rework

Moapa West, a 2,046-acre master-planned community in rural Clark County, recently received approval for its concept plan from the Clark County Board of County Commissioners.

While the application includes 18 different owners, Moapa North Village, LLC is listed as the master plan developer. Phelps Engineering Services is the master land planner. (NVBEX, Sept. 6; Oct. 20)

The master plan is expected to bring roughly 5,690 housing units, as well as significant light industrial and commercial developments. The original proposal consisted of three different areas, dubbed the North Village, Town Center and South Village.

During the meeting, Commissioner Marilyn Kirkpatrick pulled the North Village portion of the master plan off the concept plan. Developers are able to adjust the density of the portion of the master plan to obtain its approval.

Kirkpatrick said she pulled the portion of the plan to protect existing agricultural purposes and larger lots near Henrie Road.

The North Village portion was slated to span 469 acres located north of existing homes in the area. Original proposals would have allowed for up to 2,652 residential units on the land, as well as 18 acres of low-density commercial properties.

Kirkpatrick did say, however, that she is supportive of the North Village area of the plan. She would just like to see it negotiated to a lighter density.

A handful of residents spoke during the meeting with concerns surrounding density, water, infrastructure and emergency response services.

While an official timeline is not set for the project, representatives previously noted it will likely begin with the proposed industrial uses west of the Moapa residential areas. The first industrial areas are expected to begin construction around 2027 and be completed around 2033. The overall master plan is expected to take more than 30 years to complete.
