The Forever One Memorial is slated to appear before the Paradise Town Advisory Board on April 28.
The memorial is designed by JCJ Architecture. Lifescapes International is the landscape architect. Burke Construction Group is the general contractor.
Thinc Design is the museum & exhibit designer, and Lochsa Engineering is the structural and civil engineer. Bear Label Consulting Engineers is the M/E/P engineer, and Lighting Design Alliance is the lighting consultant. The project has a budget of $34M. (NVBEX: Oct. 4, 2025; March 14)
The memorial is to honor the victims of a shooting that occurred on Oct. 1, 2017. The scope of the project has changed several times, with the initial project planned to cost $70M.
Fresh renderings of the project have been released alongside the scheduled hearing. The project is currently 65% funded, with $22M being raised as of Feb. 26. The memorial is planned near Reno Avenue and Giles Street, just south of the A’s Stadium.

Construction will be carried out in two separate phases. The first will include pavers, parking, walking paths, benches, walls, landscaping and the Remembrance Ring. The Tower of Light, among other aspects, will be included in the second phase.
The Remembrance Ring will have 58 separate totems that stand 15 feet tall to honor victims. The Tower of Light will stand 58.5 feet tall and be made of illuminated colored panels.
The initial opening date is currently scheduled for Oct. 1, 2027, which is the 10th anniversary of the shooting. However, construction of Phase Two will proceed as time moves forward. The project is slated to break ground shortly after receiving Clark County approval.
