Mixed-Use Banquet Hall and Training Space Approved in Clark County

The Clark County Planning Commission recently approved use permits, rezoning, waivers of development standards and a design review for a mixed-use development at 4495 Polaris Ave.

The recreational facility, dubbed The Space 2.0, is to be constructed in the center of a 1.25-acre parcel. The proposed 239.7KSF building will be 127 feet tall at its maximum point and have 6.5 stories, according to application documents.

According to a representative from Clark County, the property is owned by Clark County Public Works and is leased to Mondays Dark.

The site was previously zoned Industrial Light, but staff’s approval rezones the site to Commercial Urban. The applicant stated the proposed facility would be allowed in a CU-zoned site with special use permits or conditions.

Access to the site is to be provided from two points of entry/exit driveways along the east portion of the building. The driveways will lead to the ground-level parking garage. A Fire Department pull-in lane on the SEC of the building, which is also able to be used for business deliveries. The garage will contain 301 spaces, 10 of which will have EV chargers installed, and an additional 77 will be EV-capable.

The application documents state, “The proposed architecture includes sleek and modern architectural lines with accents of angled panels with a metal finish and video screen walls, concrete exterior walls, and perforated screen walls attached to the building.” Furthermore, it goes on to state the ground floor will consist of a restaurant and parking garage. The parking garage will continue upward to the fourth floor.

The fifth floor will consist of a 250-seat theater, as well as a 5.6KSF office space, 3.5KSF training facility and 11.5KSF recreation/banquet hall. The different areas will include counseling offices, training rooms, conference rooms, a reception area, storage rooms, backstage area, podcast studios, corporate offices and associate accessory spaces.

The sixth floor will contain a larger recreation/banquet hall at 35.3KSF. The floor consists of event spaces, a kitchen, dressing room, storage area, restrooms, outdoor patio, pre-function space, back-of-house area and a lounge.

Requests

The use permits requested in the application were to allow live entertainment, a banquet facility not accessed from an arterial/collector street and a vocational training facility.

The waivers of development standards would allow developers to reduce the number of trees along Harmon Avenue, setbacks, driveway approach distance and to allow attached sidewalks.

Staff approved the requests with a variety of conditions. Conditions included:

  • The requirement of a Certificate of Compliance and payment for any waived trees;
  • Completing drainage/traffic studies;
  • Open gates during business hours;
  • Filing an FAA Form 7460-1, and
  • The implementation of a Fire Apparatus Access Road.

The largest concern was the attached sidewalks, but commissioners approved the waiver of development standards due to the sidewalk abutting a wall and not conflicting with traffic.
