Carson City City Hall Plans Resurface

The Carson City Board of Supervisors is slated to consider an agreement with the Hop and Mae Adams Foundation to develop a 60KSF City Hall.

HMAF is the private partner/developer. As plans currently stand, the finished City Hall building will be sold to the City of Carson City upon its completion. Frame Architecture is the architect. As of BEX’s last correspondence with HMAF, a general contractor has not been selected.

The City Hall was initially proposed in February of last year as part of HMAF’s intended $200M Downtown Revitalization proposal. This multi-phase proposal would feature the City Hall and its corresponding parking garage, a conference center, a plaza, hotels, housing and commercial space.

Phase One consists of both the four-story City Hall building and a parking garage. Initial proposals provided 300 parking spaces in the garage. (NVBEX; Feb. 27, 2025)

A recent staff report indicates the City is prepared to issue $36M in debt for the project. Debt will then be repaid over the course of 30 years with 5% interest. This totals $2.3M annually. The current City Hall can be sold for roughly $4.2M.

Financing, however, will be reviewed with more scrutiny prior to being fully approved. The Board of Supervisors will consider initiating negotiations during its March 19 meeting.
