Bally’s Las Vegas Receives Approval of Entitlements for First Phase

The Clark County Zoning Commission granted approval of several land use permissions for the proposed Bally’s Las Vegas project in Paradise.

Bally’s Corporation is the developer, while the site itself is owned by Gaming and Leisure Properties. Marnell Architecture is the design firm, and Holland & Hart is serving as the project representative.

Commissioners approved an entitlement package only related to Phase One of the project, which consists of a mixed-use podium and a theater. Developers plan to return before the Commission on Sept. 16 to seek approval of permits for its planned hotel-casino. Developers must receive Federal Aviation Administration approval of the hotel before taking it to the Commission.

The podium will serve as the central hub of the multi-faceted plan and will be located at the NWC of the site. The 2,500-seat theater will be constructed at the SWC alongside parking.

The multi-story podium will contain a three-story parking garage with 953 parking spaces. The plaza itself will feature retail, entertainment and restaurants. The surface parking lot adjacent to the theater will be temporary and contain 532 spaces.

The first phase includes the podium and parking to provide safe walking routes to and from the Las Vegas A’s Baseball Stadium. The stadium is currently under construction and on track to be ready for the 2028 Major League Baseball season. In addition to the hotel-casino, future phases will add more parking.

The podium has an estimated construction cost of $200M and is anticipated to open alongside the baseball stadium. The entirety of the Bally’s project is slated to cost $1.19B.

Previous reports indicate developers will need to apply for 13 separate building permits. If everything goes according to plan, the entirety of the Bally’s project will be completed by December 2030.

The Las Vegas Review-Journal reported that an undisclosed party has expressed interest in purchasing the $1.1B development. As the entitlements are attached to the land itself, a new potential owner would maintain them.
