Ochoa Development Corporation is planning a 60-room supportive housing facility on 1.27 acres of land at 1635 Cactus Ave. in Henderson.
The facility is part of Sheq Properties’ The Village at St. Rose mixed-use development; Sheq is the current property owner, while Ochoa is developing this specific project. Yihong Liu + Associates is the design firm. Michael Tassie Consulting is the consultant. John F Marchiano Law Corporation is providing legal representation.
The 60-unit skilled nursing facility will have 102 beds and span 61.6KSF. The building will be 36 feet tall.
The color palette consists of white, various shades of grey and a burnt orange. Parapets will be utilized to screen mechanical rooftop equipment.
Once complete, the nursing facility will operate 24 hours a day, seven days a week, providing around-the-clock care. The development will consist of residential rooms, a kitchen, dining/entertainment areas, a courtyard, storage and employee spaces.

Developers are requesting a Comprehensive Plan Amendment from Commercial to Public and Semipublic, as well as a zone change from Corridor Mixed-Use to Public and Semipublic. Additionally, the proposal will require approval of a conditional use permit for supportive housing and a design review.
The 1.27 acres is part of a larger 12.6-acre site at the SWC of St. Rose Parkway and Spencer Street. The project requires 30 parking spaces.
North and east of the 1.27-acre slice sits The Village at Saint Rose. Saint Rose Parkway borders the south. The west feature an Empire CAT facility.
No Waivers of Development Standards were requested alongside the proposal. The Henderson Planning Commission unanimously recommended its approval on Sept. 10. City Council is anticipated to make its decision during its Oct. 6 meeting.
