Zoning Commission to Consider 145.3KSF Windmill & Cimarron Commercial Center in Enterprise

Intercapital Asset Management is proposing a six-building retail center at the SWC of Windmill Lane and Cimarron Road in Enterprise.

Intercapital Asset Management is the owner/developer of the proposed Windmill & Cimarron Commercial Center. SCA Design is the architect and landscape architect.

The six buildings are comprised of two mini-warehouse buildings and four retail/restaurant buildings. Most of the development lies between the two mini-warehouse buildings, with one being 68.1KSF and the other being 57KSF.

The mini warehouses will each have three stories. Each floor in the smaller building will be 19KSF, while each floor in the larger building will be 22.7KSF.

The other structures consist of a 9.6KSF retail building, 5KSF restaurant/tavern and two 2.8KSF quick serve restaurants. In total, the project consists of 145.3KSF of development.

The mini-warehouse buildings will be constructed toward the southern portion of the site, below Cimarron Road. The smaller mini-warehouse building will be situated at the SEC, while the larger one will be constructed at the SWC. The two buildings are to be separated by a parking lot and a 39-foot drive aisle.

The four retail/restaurant buildings will be constructed on the northern half. The entire site is set to contain 94 parking spaces. EV charging stations and EV-capable spaces are distributed throughout the parking lots. Different parking areas will be connected via pedestrian walkways.

Access to the site will be provided via two driveways. The first stems from the eastern portion of Cimarron Road, while the second originates on the northern property line off Windmill Lane.

Each of the six buildings will share common design motifs to create a cohesive development. This consists of painted stucco, stucco panels, stucco pop-outs, composite cladding, glass storefront windows/doors, metal awnings and variable rooflines.

The retail/restaurant buildings will all have a maximum height of 30 feet, while the mini-warehouse buildings will be as tall as 36 feet. The buildings do not have tenants listed at this time.

Waivers of Development Standards, Use Permit and Design Review

Developers have requested four Waivers of Development Standards and a Use Permit alongside the Design Review.

The Use Permit is necessary to allow the mini-warehouse buildings on a site zoned Commercial General. The first waiver is requested to reduce the landscape buffer.

The second waiver is requested to reduce the parking spaces from 145 to 94. Developers justified the reduction by citing the lack of traffic generated by mini-warehouse facilities, as well as the low amount of parking needed for quick-serve restaurants.

The third waiver is to allow “higher-activity areas of development” in an area that typically prevents it. The final waiver is to reduce the driveway approach distance along Windmill Lane from 150 feet to 99.

The Enterprise Town Advisory Board only recommended approval of the fourth waiver. County staff, however, recommended approval of each waiver, the use permit and the design review.

The Clark County Zoning Commission is scheduled to review the proposal during its Dec. 17 meeting.
