Bally’s Corp. recently submitted an application for its four-phase Bally’s Las Vegas integrated resort.
Bally’s is the developer, while Marnell Architecture is the architect. Gaming and Leisure Properties owns the site.

Current projections estimate the project will cost nearly $1.2B to build. The developer expects to apply for 13 separate building permits for the proposed mixed-use development.
Plans call for roughly 3,000 hotel rooms, a 2,500-seat theater, and 500KSF of retail, restaurant and entertainment space. The primary area of the development will be called the “podium” and sit above ground level. The podium will be reached via stairs, escalators and elevators.
According to the application, the initial planned start date was December 2025. The overall completion date is currently targeted for December 2030; however, various phases are to be completed prior to 2030.
The first phase will feature a parking garage, utility plant and shared accessway, as well as the theater and podium. The central utility plant is currently estimated at $175M, while the parking garage is estimated at $150M.
The permits for these items are expected to be granted sometime between April 27 and Nov. 17.
These structures will sit toward the northwestern portion of the 35-acre site. The entirety of the Bally’s integrated resort will be constructed on 26 acres, while the Athletics stadium will use the remaining nine.
While the hotel was once to be constructed in Phase Two, it has now been pushed back toward the later stages of development. The permit for the hotel tower is expected to be filed around May 2028.
Additionally, Bally’s application featured a timeline. In 2027, the company is expected to file permits for the northwest and southwest podiums, as well as the hotel tower foundation. These permits are anticipated to be delivered on Aug. 14, 2027; Jan. 28, 2028, and Feb. 17, 2028.
In 2028, the company plans to file permits for the southwest podium superstructure core and shell, the remaining buildout of the southwest podium and the hotel tower superstructure. These permits are expected to be awarded on June 27, 2028, and Feb. 14, 2029.
