60.2KSF Tesla Dealership Planned in Spring Valley

Yo-leven Vegas SSD, LLC is proposing a Tesla dealership, currently called the Las Vegas Delivery Hub,at 6550 S. Buffalo Dr. in Spring Valley.

The application lists Buffalo Las Vegas Land, LLC as the property owner, while Yo-leven Vegas is the applicant. Little Diversified Architectural Consulting Firm is the architect.

Kimley-Horn and Associates, Inc. is the civil engineer and landscape planner. Kaempfer Crowell is providing legal representation and is serving as the project correspondent.

The 60.2KSF vehicle sales facility is planned on a 9.67-acre site zoned Commercial General at the SEC of Buffalo Drive and Sunset Road. Plans consist of a single-story building to be constructed toward the western boundary of the site.

The building itself will contain a showroom, customer lounges, conference rooms, offices, restrooms, closets, an IT space, a breakroom, several storage rooms, a delivery area and a service shop. The service shop will contain work bays, equipment areas and utility spaces.

The building will stand 24 feet tall and will feature parapet variations, wall-plane shifts and glazing. The primarily concrete tilt-up building will have transitioning materials and colors. The color scheme will feature several shades of grey with red accents. An aluminum glass storefront system will be installed toward the eastern façade, which is where the primary customer entrance will be.

The southern elevation will contain three roll-up doors, while the remaining three façades will each feature a single roll-up door. The eastern door is to be the primary entrance, while the southern door will be for delivery/inventory.  

Developers are planning 666 parking spaces. This is comprised of 126 customer/employee spaces, 524 inventory spaces, 12 EV charging stations and an additional four EV-capable spaces. Four of the EV-installed spaces will feature superchargers.

According to Kaempfer Crowell’s justification letter, “The Site will be accessed from a cul-de-sac on Tioga Way Via Sunset Road.”

North of the site are existing retail office/warehouse developments zoned Commercial General and Industrial Park. Immediately to the south lies undeveloped land zoned Commercial General and Residential Single-Family. The east contains an office/warehouse complex zoned Industrial Park, and the west features an apartment complex zoned Residential Multifamily.

Vehicle dealerships are allowed in Commercial General sites with the approval of a Conditional Use Permit. A second CUP is required, as the dealership intends to have an outdoor display area. The maintenance shop requires a third CUP.

Waivers of Development Standards

Alongside the CUPs and Design Review, developers requested four Waivers of Development Standards.

The first waiver was comprised of removing the landscaping requirements along Buffalo Drive and Rafael Rivera Way. The second waiver was to increase the height of the retaining wall along the southern and western ends of the site to 24 feet and 13 feet, respectively. Staff recommended approval of both these requests.

Staff was also supportive of the fourth waiver, which called for the reduction of the throat depth for the driveway along Tioga Way.

Staff recommended denial of the third waiver, which requested the existing attached sidewalk along Buffalo Drive to remain. In its recommendation for denial, staff noted the importance of having a detached sidewalk due to the projected traffic increase.

The Clark County Planning Commission is slated to consider the proposal during its March 17 meeting. The Board of County Commissioners will then make the final decision on April 22.
