4725 Holdings, LLC is requesting an extension of time for The Jetliner Apartments, a condominium/apartment project at 4725 E. Russell Road in Paradise.
4725 Holdings, an affiliate of The Siegel Group, is the owner and developer. Nadel Architects is the design firm and landscape architect. Baughman & Turner, Inc. is the civil engineer. The project was approved in February 2024.
Plans consist of 82 apartment/condominium units spread across a single 170KSF building. The five-story building will stand 65 feet tall and be constructed on a 3.83-acre site. The project carries a density of 21 dwelling units/acre. Plans call for 23 studio, 39 one- and 20 two-bedroom units.
The building will be situated toward the central portion of the site and will feature an attached parking garage. Amenities include a gym, a walking path and a swimming pool.
The building is described as having vertical and horizontal stucco pop-out accents with a yellow and blue color scheme. Varied rooflines will be used to create visual interest. Apartments will feature balconies.
Developers are including 87.9KSF of open space where only 8.2KSF is required.
While 129 parking spaces are required, developers have opted to include 133. Jetliner will be accessible via an existing private driveway toward the SWC of the site, adjacent to Russell Road.

The site will be surrounded by a six-foot-tall wrought-iron fence on its northern, northwestern and eastern property lines. The southern property line will have a six-foot-tall CMU wall.
The Clark County Zoning Commission will consider the request during its April 8 meeting. If approved, developers will have until Feb. 7, 2028, to commence construction unless a subsequent extension is approved.
County staff recommended its approval, saying the project has not changed substantially since this iteration of the project was approved. Staff did, however, note that “Due to a new Code adopted on January 1, 2024, this may be the last extension of time that staff can support if significant progress has not been made towards the commencing of the project.”
