EBS Realty Partners LLC is proposing a 257.2KSF warehouse on an 11.84-acre site at the NWC of Camerson Street and West Diablo Drive in Paradise.
EBS Realty Partners is the applicant and developer. The application lists Goldstrom & Dean II, LLC as the property owner. RJA Architecture is the architect.
Kaempfer Crowell is providing legal representation. Rietz Consulting, Inc. is the civil engineer, and XL Landscape Development is the landscape architect.
The warehouse will have a maximum height of 50 feet; however, it will feature up to four-foot variations to break up the roofline. The warehouse will be a single story, but it will contain room for potential two-story office spaces at its corners.
According to the justification letter submitted by Kaempfer Crowell, “The exterior design will feature painted concrete tilt-up panels, metal canopies above all entrances and aluminum storefront windows.” The building will feature several colors.
A warehouse of this size would typically require 132 parking spaces. Developers, however, are planning 210. There will be seven EV-capable spaces, as well as four EV-installed stalls and 13 accessible spaces.
The drive aisle will stem from the southern end of the building, while parking will be spread throughout the north, west and east sides. The southern façade will contain loading docks.

Access to the site will be provided via Decatur Blvd. and Cameron Street. Each road features two existing driveways.
Developers plan to construct a CMU retaining wall along the southern property line. The top of the wall will feature an eight-foot tubular metal fence. The northern property line will have a perimeter wall topped with 42 inches of guardrail.
The nearly 12-acre site has been operated as an outdoor storage site for roughly 40 years. The site is surrounded by Industrial Light-zoned land. The north features an office/warehouse development and a vehicle maintenance/repair shop; the south contains a vehicle maintenance/repair shop and a veterinarian clinic; the east has an office/warehouse complex, and the west is occupied by an office/warehouse building and a vehicle maintenance/repair shop.
Waivers of Development Standards and Design Review
Developers are requesting three Waivers of Development Standards alongside the Design Review. The first waiver is to increase the retaining wall height on the northern property line. The staff report said the increased height is “excessive” and recommended its denial.
The second waiver is to increase the maximum number of parking spaces. Staff also recommended denial of this waiver, arguing the expanded parking area will exacerbate the urban heat effect.
The final waiver would reduce the throat depth of each of the four access points. Staff also recommended its denial, saying the reduction will have a negative impact on the safety of vehicles coming to and leaving the site.
The project will appear before the Paradise Town Advisory Board on the evening of June 9. It will later appear before the Clark County Zoning Commission on July 8.
