A court order was filed on June 2 to deny a judicial review for the proposed Vitality Unlimited Substance Abuse Center in Carson City.
The Substance Abuse Center will be a 36-bed, 9.2KSF building at 1625 Vista Lane, just south of the Carson Tahoe Regional Medical Center. The project has been awarded $3M from the American Rescue Plan Act funding at the state level, and an additional $500K from Carson City’s ARPA funding.

Several parties petitioned against the City of Carson City, the Carson City Board of Supervisors and Vitality regarding the project’s approval. A Special Use Permit with added conditions was approved by the Planning Commission on Oct. 30, 2024.
Residents who opposed the decision then appealed to the Board of Supervisors claiming the Planning Commissioners abused their discretion. The Board of Supervisors then unanimously rejected three appeals to the decision.
The June 2 court order states, “Substantial evidence supports the decision of the Board of Supervisors in this matter and its decision is not an abuse of discretion.”
Original estimates stated the facility would break ground early summer.
