The Clark County Zoning Commission is scheduled to review Ali Kaveh’s proposed six-building commercial center along the north side of Spring Mountain Road at Wynn Road in Paradise.
The project is currently called Jade Promenade. The site is owned by Caesars Entertainment, but Kaveh’s Platinum Realty is under contract to buy the lot. Platinum Realty is completing the design and general contracting work in-house. Platinum Realty worked alongside Mehraz Studios LLC on the site plan and elevation design.
The proposal consists of a 73.5KSF shopping center. The six buildings will be laid out across a T-shaped plot of land. Additional amenities include outdoor dining areas and a playground. The shopping center is expected to cost around $40M.
Developers have requested Use Permits for outdoor drinking/dining, recreational/entertainment facilities and live entertainment.
The Jade Promenade will be part of Las Vegas’ Chinatown. Developers told the Las Vegas Review-Journal they may consider a subsequent phase to bring a 150-unit apartment complex near the shopping center. The apartment complex is expected to cost $30M.

The overall site is 7.55 acres, but the retail center will only utilize 4.9 to save room for Phase II. The retail buildings will have a maximum height of 50 feet, according to the Zoning Commission agenda.
Waivers of Development Standards have been requested to increase the drive aisle length to 450 feet, where 400 is typically the maximum allowed. An additional waiver was requested to permit an attached sidewalk to remain along Spring Mountain Road. A detached sidewalk would typically be called for. A final waiver was requested to reduce the driveway throat depth along Spring Mountain Road to 88.5 feet, where 100 feet is generally the minimum.
The Paradise Town Advisory Board and County staff recommended approval of the project. The staff report noted the project’s “attractive nature,” “orderly design,” and “enhanced pedestrian nature.”
Developers are currently expecting to break ground in Q4 2026. Kaveh expects work to finish in approximately nine months.
