The Charleston, 923 Properties LLC’s proposed 343-unit residential tower at 19126 E. Charleston Blvd. in Las Vegas, recently received a recommendation of approval for its third Extension of Time.
923 Properties LLC, the owner and developer, is a subsidiary of CRE Development Capital. Humphreys & Partners is the architect and landscape architect.
The eight-story building will have 343 residential units and 8KSF of commercial space. A Waiver of Development Standards was previously approved to reduce parking from the typically required 522 spaces to 331. Plans indicate there will be 262 one-, 59 two- and 22 three-bedroom units.

The site plan shows the apartment portion of the development will be 274.6KSF, while the parking garage will be 131.7KSF.
In terms of aesthetics, the building will have a stucco finish that includes cyan, white, silk and cedarville coloring. The design also makes use of dark grey metal panels, mocha bricks, metal mesh balconies, vinyl windows and an aluminum storefront window system.
Project History and Justification Letter
The project received its initial Planning Commission approval on June 25, 2019. Since the approvals, no building permit activity has occurred.
According to a justification letter prepared by 923 Properties, the developer has postponed construction due to the uncertain economic environment since 2023. The developer cited “rising interest rates, supply chain disruptions, elevated construction costs, and tightening capital markets,” as reasons why construction has yet to occur.
Developers are seeking a two-year extension to allow them to secure necessary financing. The justification letter also noted developers are confident that economic conditions will stabilize before the extension expires.
The Planning Commission recommended approval of the extension during its Aug. 12 meeting.
