The Clark County Zoning Commission approved an Extension of Time for TerraCotta Six, LLC’s proposed Highland Tower multifamily development during its Dec. 3 meeting.
TerraCotta Six, LLC, a subsidiary of TerraCotta Group, recently acquired the site and is the current owner of the project. Greene Tindall Design is both the architect and landscape architect. Brown, Brown & Premsrirut is serving as the legal representative.
Highland Tower will consist of two six-story buildings. Collectively, the buildings will be slightly more than 461KSF and feature 435 residential units. The project is located at 3610 Highland Dr. in Paradise.
The development is approved on a 6.2-acre site in a Commercial Resort zone. This reflects a density of 87.1 dwelling units/acre.
Plans call for studio, one-, two- and three-bedroom units. The buildings will contain 2.1KSF of accessory retail commercial space.
The height of each building will range from 70 to 85 feet. The tallest point will be the top of the atrium dome roof.
The first level of each building will include parking, a lobby, offices, retail space, lounges and other amenities. The remaining five floors will contain residential units. The second level of each tower will feature a courtyard with a pool.
The basement level will also contain parking. Additional stalls will be installed on the surface lot toward the south of the buildings. In total, there will be 704 parking spaces.
Access will be provided via Highland Drive and Morgan Cashman’s Way. Two driveways will stem from Highland Drive, while the accessway from Morgan Cashman’s will be emergency-only and gated.
Aesthetically, the buildings will have a stucco finish consisting of various paint colors. The exterior design also features cast concrete walls, a Coronado stone veneer and glass railings.
Project History
According to the justification letter prepared by Brown, Brown & Premsrirut, the project was initially approved on Oct. 2, 2019. The first Extension of Time was approved on Nov. 17, 2023, and an additional extension was approved Dec. 6, 2025.

The project was originally owned and proposed by S Valley View Twain, LLC. Since the last Extension of Time, TerraCotta Six LLC has taken ownership of the property. Councilmembers cited financial issues as the reason for the new owner. Councilmembers also noted that the third extension is only being approved due to the change.
Waivers of Development Standards, Use Permits and Design Review
The Zoning Commission’s approval of the Extension of Time extends the five Waivers of Development Standards, three Use Permits and Design Review.
The first waiver is to increase the maximum building height to 85 feet, where 50 is typically the maximum allowed. This reflects an increase of 70%.
The second waiver calls for a slight reduction in parking spaces. A development of this size would typically call for 720 spaces. Only 704 are planned.
The third waiver will reduce the throat depth of each accessway from Highland Drive. One driveway will be shortened to 74 feet, while the other will be shortened to 47 feet. Standards typically require throat depths in the area to be 150 feet wide.
The final two waivers call for a reduction in departure distance for the driveways and a reduction in the commercial driveway approach radius.
The Use Permits consist of allowing a multifamily residential property on a site zoned Commercial Resort, increasing the density from 50 dwelling units/acre to 87.1, and allowing for the accessory commercial aspect of the project.
