The Northern Nevada Building and Construction Trades Council Development Corporation is proposing a mixed-use development called Clear Acre Commons in Reno.
The property is currently owned by the City of Reno, but if the project is approved, it will be sold to the Northern Nevada Building and Construction Trades Council Development Corporation. The nonprofit will serve as the owner and developer once it has purchased the land.
Aryte Group LLC is the project representative and applicant. KEPHART is the design firm.
Clear Acre Commons is proposed on a 27.1-acre site northeast of Clear Acre Road and Scottsdale Road. The development will feature housing, a park, outdoor gathering spaces, a community club/leasing facility, parking and commercial/office space.
The primary focus of the development is housing. Plans call for 712 units, 407 of which will be designated affordable. This consists of several buildings, including some senior-specific multifamily buildings, general multifamily and townhomes. The commercial/office space will only total 14.4KSF.

Multifamily residential buildings will range from four to five stories. The commercial and office space will be integrated into the ground floor of the various multifamily buildings.
North of the property sits a mobile home park; east of the property lies single-family residential land; south of the property includes a church, a multifamily development and a mini storage facility, and to the west is land zoned for multifamily.
The narrative says the various building types and heights are intended to create “visual interest and support diverse household needs.” Parking will be centralized in a structured parking deck to promote walkability.

The Purchase and Sales Agreement between the City and the nonprofit stipulates the nonprofit must construct the agreed-upon number of housing units, maintain affordability for 30 years, create apprenticeship and workforce training opportunities and comply with environmental requirements.
Alongside the application, developers have requested a Master Plan Amendment, Zoning Map Amendment and Specific Plan District. Currently, the property is zoned Mixed-Use Suburban and Single-Family Residential. The MPA will make the entire development Suburban Mixed-Use.
Developers are also requesting a Regional Plan Tier adjustment from Tier II to Tier I to better support the proposed density. The Truckee Meadows Regional Planning Agency and Reno City Council must approve the tier adjustment prior to its implementation.
The narrative indicates initial conversations with TMRPA staff have gone in a positive direction for the tier adjustment.
If approved, Clear Acre Commons will be constructed in phases. The justification letter indicates phases will be determined by “market demand, infrastructure readiness and Master Plan objectives.”
The project will be discussed in a Neighborhood Advisory Board meeting on Feb. 19. The development will then head to the Reno Planning Commission on March 4.
