Carson City Planning Commission Recommends Public Works Division Office Complex Remain in Master Plan

The Carson City Planning Commission recommended denial of a request from the State of Nevada during its Jan. 28 meeting.

The State had requested the City remove references to the proposed Nevada Department of Administration Public Works Division Office Complex from the master plan. The request would also have resulted in the removal of the Office Complex from the Downtown Character Areas and corresponding map.

Original plans consisted of two buildings and a garage. Each office building would have been 64.9KSF, while the parking garage would have been 155.8KSF. In total, plans called for 285.6KSF of development.

Plans indicate the two buildings will face one another. Between the two buildings will lie open space for public use. Construction costs are estimated at $111M.

The Department of Administration is listed as the owner. TSK Architects is the architect. A general contractor is pending selection; proposals were due Nov. 4, 2025. The CMAR is tentatively scheduled to be selected Feb. 10. (NVBEX; Nov. 20, 2025; Nov. 26, 2025; Dec. 17, 2025; Dec. 24, 2025)

The request to remove the site from the City’s master plan comes after the Planning Commission’s Dec. 16, 2025, meeting. Commissioners had opted to continue the Special Use Permit hearing over concerns the design had conflicted with the recent iteration of the master plan that was adopted May 1, 2025.

If the Office Complex were to be removed from the downtown area, SUPs would still be required. Notably, the site would no longer be subject to downtown design policy.

In preparation for the most recent meeting, the State submitted new plans that call for a two-phase project. The first will consist of four office buildings and two parking garages, while Phase two will add a parking garage, a mall building and two office buildings.

Phase One lists its completion in 2032. Phase Two will then be completed in 2040. The State did not provide an updated cost estimate alongside the new layout.

The State also said it is reducing the space required for parking via strategically placed garages and is prioritizing walkability.
