Ochoa Development Corporation Proposing Six-Building Industrial Complex in Paradise

The Clark County Board of County Commissioners is slated to consider 2151 Sunset, LLC’s request for a six-building warehouse complex at 2151 E. Sunset Road during its March 4 meeting.

2151 Sunset, LLC, an affiliate of Ochoa Development Corporation, is listed as the property owner. Yihong Liu + Associates is the architect and landscape architect. LAS Consulting, Inc. is representing the project.

Sunset & Surrey Industrial will feature six buildings, all smaller than 10KSF. Building One will be 7.1KSF; Building Two will be 6.7KSF; Building Three will be 7.9KSF; Building Four will be 8.2KSF; Building Five will be 6.8KSF, and Building Six will be 6.7KSF. This calls for roughly 43.3KSF of interior space.

Buildings One and Two will be attached to function as a single unit. These two will be located toward the western portion of the site. Buildings Three and Four will be situated in the central portion, while Buildings Five and Six will sit toward the east.

Plans also include two accessory outdoor storage yards facing from east to west between Buildings Two and Four. A third outdoor storage yard will be between Buildings Five and Six, while a fourth is planned south of Building Six. Collectively, the outdoor storage space will be 8.6KSF. The development in its entirety will be 51.9KSF.

Each building will be 35 feet tall to the top of the respective parapet walls. Parapet walls are to be used to screen mechanical equipment.

In terms of design, each building will be made of CMU blocks. Aluminum storefront windows will be installed with metal awnings over each entrance. Neutral colors, such as white and valley tan, will be implemented on the primary structures. Accents of blue and red will be used on the metal sections.

An eight-foot-tall CMU block wall will be installed toward the edge of the site to screen the storage yards from public view.

Each building is currently designed as shell space. Once tenants are signed, floor plans can be configured to meet individual needs. Additionally, a second floor/mezzanine level will be implemented in each building.

The complex is planned on a 2.46-acre site at the SEC of Sunset Road and Surrey Street in Paradise. The site has a land use designation of Business Employment. In 2022, the site was rezoned to Industrial Park. Previously, an indoor soccer facility was planned at the location.

The site is entirely bounded by existing structures. Harry Reid International Airport sits to the north. The south features an existing motel; the east contains a multifamily property, and the west contains another office/warehouse development.

While a development of this size would typically require 43 parking spaces, developers have opted to include 51. Primary access will be provided at the NEC of the site along Sunset Road. The SEC will feature a secondary access point.

Waivers of Development Standards

Alongside the Design Review, developers are requesting two Waivers of Development Standards. The first would allow an existing non-decorative block wall and an existing six-foot high wrought iron fence toward the eastern property line. Additionally, the waiver requests the elimination of buffering and screening toward the southern property line due to the planned 15-foot landscape buffer and eight-foot decorative screen wall.

The eastern property line contains an existing drainage easement that would prevent an eight-foot decorative block wall, which would typically be required.

The second, and more controversial, waiver was to allow the outdoor storage yards. Staff recommended denial of the waivers, saying they were “concerned the accessory uses may impact the adjacent multi-family development to the east.”
