Beazer Homes is planning a 46-unit attached townhome community on a 3.92-acre site at the SWC of Cactus Avenue and Maryland Parkway in Enterprise.
The homebuilder is serving as the developer, design firm and general contractor. The land is owned by Regional Maryland LLC. Actus Holdings LLC is the project representative and civil engineer.
Beazer is requesting the Clark County Planning Commission approve a rezoning from Residential Single-Family to Residential Multifamily. The project, as proposed, carries an overall density of 11.73 dwelling units/acre.
Lot sizes range from 1.7KSF to 2.6KSF, with the average hovering at roughly 1.9KSF. While a development of this size requires 5.5KSF of open space, developers are providing 8.3KSF.
Cactus & Maryland Townhomes will feature three different building styles: a six-plex, a five-plex and a four-plex. The site plan indicates there will be four six-plex, two five-plex and three four-plex buildings.
Each unit will have a two-car garage and access to the building from the rear of the lot. This allows each unit to have a common landscape element in the front yard.
Buildings will be comprised of stucco finished walls and concrete tile roofs. Varying rooflines will be used intermittently for architectural interest. Each unit will also feature a deck/patio and a porch/patio. The maximum height stands 28 feet and seven inches tall.
Access to the multifamily community will come from Maryland Parkway toward the east. The accessway will lead to an internal road system made up of 38-foot-wide private streets.

As regulations require two spaces per unit, with an additional space for every five units, 102 total spaces are required. Submitted plans contain 104 stalls.
Single-family residential communities are situated north and west of the proposed townhome development. To the south sits an existing townhome community zoned Residential Multifamily. The east contains a gas station with a convenience store.
Waivers of Development Standards and Design Review
Alongside the request for a zone change, developers are asking the Planning Commission to approve two Waivers of Development Standards and a Design Review.
County staff had recommended denial of each of the waivers. The first was to reduce the separation from the lot line to the driveway as well as the curb radius. In its recommendation for denial, staff cited a potential decrease in visibility and an increased chance of collisions due to the reductions.
The second waiver was to allow for up to 10 dwelling units on a private stub street. Regulations typically allow a stub street to contain up to six dwelling units. In its recommendation for denial, staff noted the increased unit count may create difficulties for large vehicles, such as fire trucks.
As the two waivers were recommended for denial, so was the Design Review. The Planning Commission will consider the proposal during its March 17 meeting. The proposal will then go to the Board of County Commissioners for final action on April 22.
