Shape Development Proposing 24-Unit Townhome Community in Clark County

The Clark County Board of County Commissioners is slated to consider Shape Development, LLC’s proposed Dovetail at Sunrise townhome community in Sunrise Manor during its April 8 meeting.

The property is owned by ORVPP Trust and Kumar Rashmi Trs and Shape Development is serving as both the developer and general contractor. RFT Design is the architect. Contour Homes prepared the landscape plan. Baughman & Turner, Inc. is providing engineering, surveying and correspondent services.

The project consists of 24 attached townhome lots and five common lots. A development of this size requires 2.9KSF of open space, but the developers have opted to include more than 5.8KSF of common open space. Amenities consist of two dog parks and a picnic area. Project representatives said construction costs are estimated at $6.1M.

The development will feature a single townhome building type. Each two-story structure will be a six-plex. Buildings will have a maximum height of 30 feet and contain roughly 1.5KSF of living space. The units will combine for roughly 37KSF of living space.

Aesthetically, the buildings will have stucco-finished walls and concrete tile roofing. According to the justification letter from Baughman & Turner, “To enhance visual variety, four distinct architectural elevation styles will be incorporated across the building.” Additionally, units will contain decks/patios and porches/patios.

The project covers a 1.59-acre stretch of land at the NEC of Betty Lane and Owens Avenue. It carries an overall density of 15.09 lots/acre. The site is zoned Residential Single-Family with a land use designation of Compact Neighborhood.

North of the site sits an existing residential development also zoned RS20. Toward the west, across Betty Lane, sits another existing residential development.

The south, across Owens Avenue, has an existing residential and commercial development. The east features Sherwin Lane, as well as another existing residential development.

Each unit will contain a garage with two parking spaces, bringing 48 garage spaces to the proposed development. Additionally, eight off-street parking spaces are planned.

Developers are officially planning 56 parking stalls but noted that lots 13-24 have 18-foot driveways that are large enough to accommodate additional guest parking.

Access will be provided via a 34-foot-wide east-west private street with an attached sidewalk.

Waivers of Development Standards

Alongside the request for a Planned Unit Development and approval of a tentative map, developers are seeking approval of three separate Waivers of Development Standards. Staff recommended denial of each waiver.

The first is to reduce the distance from the property line to a driveway to one foot, where six is required. The second is to reduce the street intersection off-set separation distance on the western and eastern areas from 125 feet to 82.

The final waiver is to allow partially attached sidewalks on Sherin Lane and Owens Avenue, where detached sidewalks would typically be required.

As things currently stand, the development is slated to break ground this December. Project completion is currently targeted for July 2028.
