The Carson City Regional Transportation Commission will consider a recommendation to the Board of Supervisors regarding American Rescue Plan Act funding for potential road projects.
The Board is expected to make the remaining ARPA funds available at its December 19th meeting. The funds need to be obligated prior to December 31st and can be used for local road improvements.
The Board originally approved $2.5M for projects, with the RTC subsequently instructing staff to pursue one project in each performance district. The City rotates projects through five performance districts.
Staff are attempting to get the RTC to request approximately $256.8K in funds for the ARPA Districts 2 and 4A Project and up to $200K in funds for proposed pavement preservation projects on Hillview Drive and Lepire Drive.
The Hillview Drive project includes road preservation between Clearview Drive and Appion Way. The Lepire Drive project involves patching a portion of the drive east of Fairview Drive. The total costs of the two projects cannot exceed $200K.
RTC members are also to consider the approximately $1.1M contract (with the inclusion of alternative bids) with Intermountain Slurry Seal Inc. for the ARPA Districts 2 and 4A Project. The base bid had a price tag of approximately $608K.
The base bid combined with the three alternatives totaled approximately $963.5K, with a not-to-exceed amount of more than $1.1M. The inclusion of the bid alternatives is dependent upon approval of additional ARPA funds.
Staff is also attempting to get the RTC to revise the scope/funding of remaining ARPA projects and the West Carson Vulnerable User Pedestrian Safety Improvement Project, the District 2 Little Lane Rehabilitation Project, the District 4 Curry Street Complete Street Project, and the District 3 5th Street Roundabout Reconstruction Project.
Proposed modifications include the allocation of additional Surface Transportation Block Grant funding. The funding is available to Carson City from a variety of sources, including: potential ARPA funding, the Carson Area Metropolitan Planning Organization, and funds from the Waste Management Franchise Agreement.
The RTC is also to review an approximately $1.8M contract with F.W. Carson Inc. for the District 3 Menlo Drive ARPA Improvement Project. (Source)
