The Carson City Board of Supervisors approved the Nevada Department of Administration Public Works Division’s request to remove its proposed Office Complex from the master plan during its Feb. 5 meeting.
The office complex has had multiple iterations of plans. Current plans call for a two-phased approach. Phase One will feature four office buildings and two parking garages. Phase Two will add two more office buildings, a parking garage and a central mall area.
Phase One is expected to be completed in 2032. Phase Two will then be completed in 2040. The two phases are expected to accommodate roughly 2,400 employees.
The first iteration of plans, which would have included two 64.9KSF office buildings and a 155.8KSF parking garage, had an estimated budget of $111M.
The Department of Administration is the owner. TSK Architects is the architect, and a general contractor is tentatively scheduled to be selected Feb. 10. The Department released a Construction Manager at Risk request for proposals on Sept. 22, 2025.

The removal of the Complex from the master plan will allow the State to move forward with the project without being subject to Carson City master plan standards. Now, the State requires special use permits and approval from the Planning Commission.
The removal comes after the Planning Commission recommended its denial.
