Las Vegas Considering 87.6KSF Medical Office Building with Parking Garage

The Las Vegas Planning Commission is scheduled to consider Parting Seas Investment’s proposed medical office building at the NEC of Wellness Way and Shadow Lane.

Parting Seas Investment is the owner/developer. EV&A Architects is the architect of record. SLA Land Architects is handling the landscape design.

The development, as proposed, consists of a four-story medical office building and a five-story parking garage. The shell-space MOB will be 87.6KSF. It will also feature a commercial element, with storefronts lining the street.

While the application does not list the square footage of the garage, it will be 62 feet tall with a footprint of 32KSF.

According to the justification letter prepared by EV&A Architects, the buildings will be connected via two bridges – one on the second floor and the other on the fourth.

The site consists of 10 separate parcels that combine for a total area of 1.4 acres. It is proposed within the Medical District of Downtown Las Vegas in a T6 Urban Core zone.

The site is located on the Maryland Parkway Bus Rapid Transit alignment; therefore, it will be in its service area once the Let’s Go Maryland Parkway project completes construction.

Toward the north, west and south lie existing medical office buildings. The east features an existing warehouse storage facility.

A landscaped courtyard is planned just south of the MOB along Wellness Way. The justification letter says the courtyard is intended to “enhance the entry into the area and provide usable space for both the tenants and the public.”

In terms of access points, the staff report says, “The primary building entrance is off of Wellness Way with remaining building entries oriented south toward Wellness Way. Vehicle ingress and egress are serviced by 32-foot drive aisles on Wellness Way that accommodate a five-story above-ground parking structure.”

Parking limitations provide a range of 171 parking spaces to 318. Developers are requesting a Waiver of Development Standards, as 371 stalls are planned.

In terms of aesthetics, the 68-foot-tall MOB will be made of painted concrete. Colors will primarily be neutral tones. Metal panels will be installed throughout the exterior of the building; some will emulate natural wood, while others will simply have neutral tone accents.

The garage will utilize similar materials and will make use of perforated metal to screen its view from Wellness Way.

Waivers of Development Standards

Developers requested eight total Waivers of Development Standards, including the aforementioned parking waiver.

The first two waivers regard setbacks. Additional waivers have been requested to reduce the minimum percentage of the building’s façade within the façade zone. Another waiver was requested to allow developers to bypass screening utility equipment.

The final two waivers both regard the parking garage. The area typically requires all parking garages to have ground-level retail, office or restaurant space. All the commercial space planned will be on the ground floor of the medical office building, while the garage structure will be comprised of parking.

City staff were supportive of the eight waiver requests and recommended their approval alongside the Site Development Plan Review.

The Planning Commission will consider the project during its Feb. 10 meeting.
