Inland Group Proposing 204-Unit Senior Living Development in Carson City

Affinity at Carson City, LLC is requesting a special use permit for the construction of a 204-unit senior living facility on a 10.6-acre site.

Inland Group’s affiliate, Affinity at Carson City, LLC, is the developer. Myers Family Exempt Trust is listed on the application as the owner. Tectonics Design Group is the architect of record, landscape architect and project representative. Cushing Terrell is the design architect.

Affinity at Carson City is to be constructed on a site zoned General Commercial with a master plan designation of Corridor Mixed-Use. Multifamily apartments are allowed in GC zoning districts with the approval of a SUP.

The project narrative says, “The proposed development will provide an age-restricted multifamily apartment community designed for adults 55 years of age and older, offering a housing option for active adults seeking a maintenance-free lifestyle within a professionally managed residential environment. The community will consist primarily of a four-story multifamily residential building with interior corridors and elevator access, along with associated residential cottage-style units and accessory amenities designed to support an active and socially engaged residential community.”

The primary residential building will span four stories with a maximum height of 52 feet. As the GC zoning district has a maximum height of 45 feet, the approval of the SUP will also allow for an increase in maximum height.

The development will also feature duplex-style cottage units littered throughout the site. There will be 17 duplexes totaling 34 units. The primary apartment building will feature the remaining 170 units.

The apartment complex will feature eight studios, 68 one- and 94 two-bedroom units. Duplex units will have two-to-three bedrooms. The site plan indicates it will span 182.8KSF.

While Affinity will be age restricted, it will not feature a medical care facility, nor will it have assisted living or memory care services.

Indoor amenities include a lobby/reception area, internet café/Wi-Fi lounge, theater room, game room, library, dining room, crafts room, billiards/card room and an adult lounge. There will also be an indoor swimming pool, a spa, a fitness room, a resident workshop and a golf simulator.

Outdoor amenities consist of a pickleball court, a community garden, a dog run, an outdoor patio space and open space.

Building materials include horizontal siding, board-and-batten siding and stone veneer accents. The array of materials is intended to create visual interest.

Variations in wall planes and rooflines will also be used intermittently to avoid monotony. Projecting facades, window trim, varied roof forms, exposed brackets/columns and material transitions will be used on all sides of the buildings.

The color palette primarily features earth tones, such as tans, sage greens and complementary accents. The duplex buildings will be designed similarly to the primary multifamily building.

Immediately east of the site lies vacant land and a planned single-family residential development. To the west lies Carson High School. The south also contains a portion of the high school, as well as a 10-acre plot of land for a future K-12 development. The Gold Dust West Casino lies north of the site.

The project carries a parking requirement of 245 spaces. Developers have opted to include 335 via surface parking spaces and garages.

Access will be provided via a gated north driveway from East William Street. Another gate will access the site from the south via Matterhorn Drive.

The Carson City Planning Commission will consider the request during its April 29 meeting.
