Nevada lawmakers are revisiting Assembly Bill 238, also known as the Nevada Studio Infrastructure Jobs and Workforce Training Act, during a legislative special session.
The special session began the morning of Nov. 13, after the publication deadline. In a press release, Gov. Joe Lombardo said the session is to “address legislative and budgetary matters requiring urgent action.”
Lombardo went on to say, “Nevadans deserve action now – not years from now – on legislation that implements critical public safety measures, expands healthcare access, and supports good-paying jobs.”
While the special session is slated to address several bills that were left unresolved during the 2025 legislative session, the proposal with the highest monetary impact on the local construction industry is AB238.
AB238 sets aside $95M in annual film tax credits for 15 years. If approved, the funding will be set aside starting in 2028.
Amendments were later added to the bill that created financial safeguards and established a special assessment district to support pre-K education expansion throughout Clark County.
Summerlin Studios
If AB238 passes in the special session, it will mark a step toward construction of Summerlin Studios. Summerlin Studios is proposed as a joint effort between Sony Pictures Entertainment, Warner Bros. Discovery and Howard Hughes Corp.
The proposal would consist of 10 separate buildings that include a 500KSF studio/production facility; 100KSF of retail, restaurant and office space; an emergency room, and a satellite office for Clark County.
Gensler is the design firm attached to the project. Supporters believe Summerlin Studios will carry a $3B economic impact upon its completion.

Senate Bill 220
Senate Bill 220, which was backed by MBS Group, is not returning to the special session. This bill would have resulted in the Nevada Studios project at the Harry Reid Research and Technology Park.
Developers of this project would have been Manhattan Beach Studios Group and Birtcher Development. It is currently unclear why AB238 is appearing at the special session but SB220 is not.
