Carson City Issues Second Consecutive Continuance on State Office Complex

The Carson City Planning Commission voted to continue the Nevada Department of Administration Public Works Division’s proposed Office Complex during its Dec. 16 meeting.

The three-building Office Complex is estimated to cost $111M. The owner is the Nevada Department of Administration. TSK Architects is the architect. A general contractor is pending selection; proposals were due Nov. 4. The CMAR is tentatively scheduled to be selected on Feb. 10.

If fully approved, the complex is set to include two office buildings and a parking garage. The two office buildings will be 64.9KSF, respectively. The parking garage will be 155.8KSF. Collectively, this accounts for 285.6KSF of development. (NVBEX; Nov. 20; Dec. 17)

This marks the second consecutive continuance issued by the Planning Commission. The newest continuance pushes the hearing back to Feb. 25.

Representatives of the State and the City of Carson City both said this should be enough time to work out all the challenges.

As proposed, the three structures will be constructed on a 26-acre site zoned Public. The land is the former home of the Children’s Home. To make way for the proposed Office Complex, the vacant cottages were razed.

The Planning Commission raised concerns regarding parking lots along streets, as opposed to behind the buildings. Despite the concerns, the State opted not to change the plans.

Prior to the continuance, commissioners completed an annual review of the master plan. In this review, commissioners recommended a text correction that would affect State projects.

A staff report on the master plan review says, “In addressing the Capitol Complex and the State Office Complex, it states that these properties are not under the City’s jurisdiction. This is incorrect as per NRS 278.580, the State and its political subdivisions shall comply with all zoning regulations, except for the expansion of any activity existing on April 23, 1971.”
