Clark County Zoning Commission to Consider 87KSF Santa Margarita Shopping Center

New Chinatown Development LLC is scheduled to bring its proposed Santa Margarita Shopping Center before the Clark County Zoning Commission on Jan. 7.

New Chinatown Development LLC is the owner and developer. SCA Design is the architect, landscape architect and correspondent. A general contractor has not been selected at this time.

The five-building shopping center is proposed on a 7.1-acre site near Santa Margarita Street and Blue Diamond Road in Enterprise. The project is expected to cost $30M.

Developers are requesting the Commission approve a Master Plan Amendment from Business Employment to Corridor Mixed-Use. Additionally, a zone change has been requested to change the zoning from Industrial Park to Commercial General.

The five buildings combine for 87KSF development. Building A, the largest, will be 47.3KSF; Building B will be 13.7KSF; Building C will be 2.7KSF; Building D will be 2.5KSF, and Building E will be 20.9KSF.

In terms of height, buildings A and E will be 49 feet tall; buildings C and D will be 28 feet tall, and Building B will be 43 feet tall.

Building A, planned as a grocery store, will be situated toward the southern portion of the site. Building B will be constructed toward the northwest section of the site. It will have space for both retail and restaurant use. Building E will also feature space for retail and restaurant use. It will sit near the eastern property line.

Buildings C and D will be located near the north-central section of the site. These two buildings are both intended to feature fast-food restaurants. Each will be equipped with a drive-thru.

Tenants have yet to be selected for the buildings, and each one will be a shell space that will be able to be altered to suit future tenants’ needs.

The buildings share an overall color scheme consisting of Sherwin Williams’ Virtual Taupe, Saffron Thread and Iron Ore. Additionally, white and grey paint will be used for accents. The buildings will all have varying rooflines.

A five-foot-wide stained concrete pedestrian walkway will connect the five buildings. While the shopping center only requires 217 parking spaces, developers have opted to include 265. These consist of 14 EV-installed, 24 EV-capable and 20 ADA-accessible stalls.

Access to the site will come from proposed commercial driveways along Blue Diamond Road, Santa Margarita Street and Redwood Street.

A Waiver of Development Standards has been requested to reduce the throat depth for the driveways off Santa Margarita and Redwood streets.

Staff recommended approval of the project, the Design Review and the Waiver of Development Standards. According to the developer, if everything goes to plan, the project will break ground in early fall.
